Joe Duggan brings over 25 years of experience in utility credit and collections, with a focus on agency management, regulatory compliance, and operational performance. His background spans customer operations, field services, and collections, providing a full view of the meter-to-cash lifecycle.


In his current role at Consolidated Edison, Joe oversees credit and collections strategy, third-party agency performance, and compliance with Public Service Commission and federal requirements. He is responsible for improving recovery performance, strengthening vendor oversight, and driving process improvements across the collections program.


Joe’s experience designing and managing collection agency programs provides practical insight into how RFP strategy, vendor selection, and contract structure directly impact recovery outcomes and long-term write-offs.
